Answers these big questions:

1.) What SEAL Team was Commissioned first, and
2.) Which SEAL Team suffered the most in-country "KIA"?

Here is his kind reply of 4/2/2000, answering both:

"Rich:  ST2 & ST1 were commissioned within hours of each other in 1962.   There were fewer friendly
KIA in ST2, and more enemy KIA in ST1, but that doesn't tell the whole story.  ST1 had MANY, many
more shooters in-country than ST2.  The friendly-enemy kill ratio was much more favorable at ST2.
The reason for this, I think, was that ST2 had more time to train in an orderly manner than ST1. 
ST1 was forced to put guys into combat with a minimum of preparation, and that wasn't their fault. 
However, as a result, they suffered more casualties per capita.  F.I.T.H., (*) Larry"
